JOB GOAL: The Director of Elementary Human Resources position directs, organizes and supervises the designated human resource programs including all Elementary building personnel. Supervises associated human resources personnel.
 
ESSENTIAL FUNCTIONS:
The Director of Elementary Human Resources performs the following essential duties and responsibilities:
  • Assists in managing the human resource department in conformity with the policies and procedures of the Board of Education, federal, state and local laws, regulations and mandates.
  • Assists in communicating District goals, objectives, policies and procedures to staff members, vendors and the community.
  • Assists in developing and supporting attainment of department goals with staff members.
  • Assists in promoting and supporting collaboration amongst all district and department staff members serving as a resource for related human resource functions.
  • Supports implementation of the District’s Strategic Plan, including recruiting and developing a diverse workforce.
  • Assists in interpreting and implementing employee contracts and agreements.
  • Collaborates with district administrators to assess all building personnel.
  • Collaborates with building and district administrators in determining the assignments of all building personnel maintaining staffing levels in accordance with district resources.
  • Assists in establishing a recruitment program to attract and maintain highly qualified personnel.
  • Monitors the application process for all building personnel and makes hiring recommendations including the appropriate salary schedule placement in accordance with training and experience.
  • Manages staff transfers and reassignment procedures for all building personnel members.
  • Is responsible for monitoring the teacher appraisal systems and performance plans and all building personnel evaluation plans.
  • Collaborates with the Associate Superintendent of Human Resources, assists and advises administrators in the resolution of complaints and employee disciplinary matters.
  • Collaborates with the Leadership and Learning Department and the Director of Professional Workforce Development in conjunction with the Professional Development Council to ensure compliance license requirements through the Districts Professional Development Plan.
  • Assists in supervising the notification of professional staff members concerning licensure requirements.
  • Follows the district employment process when selecting and assigning candidates to department positions.
  • Establishes high expectations for staff performance and evaluates personnel in compliance with district policy and procedures.
  • Attends, participates and/or coordinates, when appropriate, department, district, local and state meetings.
  • Assists in developing and implementing training for all district administrators in human resource functions including but not limited to hiring practices, investigations, harassment, evaluation and discipline.
  • Demonstrates commitment for professional development including organizing, participating in and supporting department professional development activities.
QUALIFICATIONS:
  • Graduation from an accredited college or university.
  • Must hold a building level Kansas Administrator License.
  • District level Kansas Administrator License is preferred.
  • Master’s degree required.
  • Previous successful experience as a building administrator is required.
  • Demonstrates ability to implement best practice and the motivation to set and achieve high performance levels.
  • Desire to continue career improvement by enhancing skills and job performance.
  • Successful experience in Human Resource management or educational administration is required.
  • Knowledge of principles and practices of public-school education and related human resource services including teacher licensure, staffing and scheduling and ability to apply them to the needs of the district.
  • Ability to direct and supervise others and develop effective working relationships with
