Director of Special Services
The Newburg R-II School District is accepting applications for a Special Education Director.

QUALIFICATIONS:  
1. Master’s Degree or higher 
2. Valid Special Education Administrative Certification from DESE 
3. Experience in special education administration and/or building administration preferred 
4. Excellent organizational skills
5. Ability to supervise others 
6. Excellent communication skills; ability to work with others and collaborate effectively
7. Such alternatives to the above qualification as the Board may find appropriate and acceptable

REPORTS TO:  Superintendent

JOB GOAL: To direct and provide support for departments and programs that serve students with special learning needs.

PERFORMANCE RESPONSIBILITIES:
1. Directs and coordinates all instructional programs and activities which are a part of the Special Educational Services.
2. Coordinates and integrates the district's compliance plan for the provision of special services and appropriate educational programs.
3. Plans effective articulation and integration of the testing service with all special educational services.
4. Consults with the building principals and superintendent in the assignment of staff and personnel in the area of special educational services.
5. Supervises and evaluates all special services personnel, along with the building principals.
6. Develops, promotes, and directs in-service programs for staff personnel under his/her jurisdiction.
7. Establishes and maintains a working relationship with all community and area agencies concerned with student welfare.
8. Administers the adjustment and consultation services connected with special case students, in cooperation with principals, teachers, parents, and referral personnel.
9. Maintains files of all special educational students and secures their confidentiality.
10. Develops and supervises an in-service training program for teachers designed to insure an appropriate knowledge of special educational services and special education students..
11. Completes required reports for the Department of Elementary and Secondary Education, 94-142 compliance (federal), OCR, and other state and federal agencies as required along with local reports, surveys, and information as required by the Superintendent's Office and the Board of Education.
12. Works with the superintendent and building principals on budgetary details.
13. Performs other duties as may be properly assigned by the superintendent.
14. Determines educational evaluations and makes eligibility determination
15. Coordinates and oversees 504 plans
17. Oversees the ECSE program to meet the needs of those students.
18. Assist and manage the budget for all special services programs including special funds for special education, early childhood education, High Needs Fund, Medicaid direct billing.
