Job Description:
SUMMARY: Reports to Accounting Manager. Performs accounting functions to facilitate the overall efficiency of the Finance Department in the area of payroll, purchasing, grants, and audit. Entry level Financial/Business Analyst backing up the payroll processing function, assisting schools and departments with purchasing compliance including request for proposal (RFP) management, supporting with federal and private grants management, and assisting with board directed internal audits.
  • Process periodic payroll in the absence of the Payroll Coordinator.
  • Assist Payroll Coordinator with compliance and reporting.
  • Support annual staffing budget process.
  • Assist school and department personnel with time and attendance compliance.
  • Serve as internal purchasing resource to schools and departments.
  • Manage the formal request for proposal (RFP) process insuring compliance with state and federal laws and regulations as well as grant requirements.
  • Support federal programs director and grantees with budgeting, compliance, and reporting.
  • Assist in monitoring grant performance and report to the special administrative board (SAB).
  • Support federal programs with the maintenance of the listing of capital assets.
  • Support the grant writing process.
  • Assist the Accounting Manager in developing an annual internal audit plan.
  • Assist the Accounting Manager in developing standard internal audit programs.
  • Conduct internal compliance audits under the direction of the Accounting Manager.
  • Draft audit reports for the audit committee of the special administrative board (SAB).
  • Assist audit subjects with the development of a plan of correction.
  • Monitor the implementation of the SAB approved plan of correction.

  • Bachelor’s degree in accounting, finance, or related field preferred.
  • Experience in school, local government or general accounting is preferred.
  • Working knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements is required.
  • Solid fund accounting knowledge preferred.
  • Experience with compliance auditing a plus.
  • Experience in analyzing, interpreting, preparing fiscal/accounting records and reconciling general ledger accounts preferred.
  • Must have excellent interpersonal, communications and organizational skills.
  • Must be able to work in a cooperative and collaborative manner with all employees, school administration, business and community representatives.
  • Must have the ability to work under pressure and meet multiple deadlines in an environment with conflicting demands and priorities.
  • Strong analytical skills with the ability to work collaboratively and individually.
  • Proficient in the use of Microsoft Office and strong skills in using the Internet and Intranet is essential.
  • Knowledge of Keystone Financial Information System (FIS), Keystone Employee Management System (KEMS), and/or Munis Tyler Technologies Finance and Human Capital Management systems a plus.
  • Payroll processing experience a solid plus.
  • Successful completion of a background check by Human Resources.
