Job Description:
The Mexico Public School District seeks an outstanding leader who is will serve as the Director of Business Operations for the district.  The successful candidate will be self-motivated with strong leadership skills and knowledge of school finance.
QUALIFICATIONS: 
  1. Bachelors or Degree in Accounting.
  2. Three years' experience in fund accounting.
  3. Experience in school administration and/or applicable business experience.
PERFORMANCE RESPONSIBILITIES:
  1. Responsible for the maintenance of accurate financial records, including:
    1. Monthly financial reporting
    2. Annual reporting to DESE
    3. Ensure compliance of budget and expenditures with applicable state laws and procedures
    4. Determine proper revenue/expenditure coding in accordance with DESE
  2.  Coordinate annual external audit
    1. Collect all documentation requested by auditor
    2. Coordinate responses from other staff/departments
    3. Submit audit to appropriate third parties
  3. In conjunction with Sup, prepare and implement annual district budget
    1. Assist administrators in development of building level budgets and grant budgets
    2. Prepare revenue projections
    3. Forecast salary expenditure
    4. Monitor budget balances
    5. Develop long range financial plan
    6. Calculate the annual tax levy for the district
  4. Administer district insurance programs (health, life, liability, workers' compensation, fleet and property)
    1. Coordinate product bidding selection
    2. Attendance at all MMEBG meetings as ex officio Member
    3. File claims with carrier
    4. Designated contact person for employees regarding benefit coverage
  5. Administer district investment program to ensure maximum interest revenue through accurate cash flow projections, bidding procedures and Scholars
  6. Coordination of bond financing and refinancing
    1. Track related receipts, expenditures, and interest allocations
    2. Liaison between the bond underwriter and the District
    3. Submit semiannual interest rebate forms for QSCB bonds
  7. Construction/renovation financing
  8. Federal Programs Monies keeping current on DESE requirements, changes, monitoring documents, budgets, ePegs, payments
  9. Manage district scholarship program
    1. Calculation of interest
    2. Calculate award amounts for Guidance Office
    3. Manage scholarship CD investments
  10. Oversee district purchasing function to determine compliance with applicable Board policies and state statutes
    1. Approve all purchase orders at the Central Office level
  11. Assist the Sup in long-range financial planning
  12. Lead in all large RFP proposals for the District
  13. Audit Services, Copiers Services, Bank Services, etc.
  1. Assist Tech Director in acquisition, implementation and maintenance of district copy,  print and fax/scan services.
  1. Assist in bidding and selection of purchases per Board Policy
  2. Attend all meetings of the Board of Education
  3. Attend Conferences and Workshops (ex.MoASBO, MASA, etc.)
  4. Oversee a business department of three direct reports
    1. Annual evaluation of department employees
  5. Keep Superintendent/Asst Superintendent apprised of any state or federal legislation that affects the District
  6. Creation of financial reports for the Sup, Board of Education and/or other administrators as needed
  7. Coordinate  Bullying/Sexual Abuse Training for the District
  8. Other Duties as assigned
TERMS OF EMPLOYMENT: Twelve months
Contract with four weeks vacation.  Prior approval must be obtained from the Superintendent for all 
vacation time.
EVALUATION:
Position performance will be evaluated annually by the Superintendent of Schools in accordance 
with provisions of the Board's policy on Evaluation of Professional Personnel.
