MINIMUM QUALIFICATIONS/SKILLS REQUIRED: 
Certification in Special Education/ Masters Preferred; Training in one or more fields of Special Education
REPORTS TO: Superintendent of Schools 
HOURS IN DUTY: Up to 550 hours/year 
WORK DAY: Monday- Friday 
CONTRACT DAYS WORKED: Up to 550 hours/year between the date of July 1 and June 30

ESSENTIAL JOB DUTIES: 
  • Administer positive program of special services designed to meet the needs of the district.
  • Delegate specific duties and responsibilities when deemed necessary and expedient.
  • Recommend to the superintendent the number and types of positions required to provide adequate personnel for the operation of the special services program.
  • Recommend policies for administration, organization, personnel management and other functions of program.
  • Consult with superintendent on annual budget recommendations.
  • Keep the local plan for special services current.
  • Coordinate with building principals to direct, supervise, and evaluate the work of special services personnel.
  • Assist in development and execution of policies governing the classification and placement of students.
  • Work with school psychologists or counselors, principals, and others in placement procedures for children going to special services programs.
  • To provide outreach to children/families to access MOHealthNet services.
  • Coordinate 504 evaluations/plans.
  • Attend Evaluation, IEP and other special services meetings.
  • Active engagement in Local Administrators of Special Education (LASE) and MOCASE.
  • Supervise related services for students with special needs.
  • Supervise district School District Administrative Claiming (SDAC).
  • Coordinate the Local Tax Effort (LTE), High Need Fund, and Public Placement Fund billing.
  • Coordinate with elementary principal to supervise Early Childhood Special Education.
  • Coordinate the purchasing of supplies, materials, tests and equipment.
  • Maintain all records necessary for state reports and file such reports with the State Department of Special Education.
  • Evaluate effectiveness of program. Create & present annual reports to the Board of Education.
  • To function as liaison for the district in matters evaluating pupils who need special services that are offered outside the district.
  • Assist the Principal to recommend those employees under supervision for re-employment and recommend to the superintendent persons who are qualified to serve the special services program.
  • Demonstrate effective & positive interpersonal relationships with staff, students, and the community and the ability to work as a productive and solid member of the school district team.
  • Must be able to collaborate with peers, possess a positive attitude and be flexible with change.

ESSENTIAL PHYSICAL AND MENTAL DEMANDS:
  • Duties performed typically in district settings to include the cafeteria, gym, recreational areas and other assigned areas.
  • Physical demands can include but are not limited to:  Exerts up to 40 lbs of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects including equipment such as audio-visual.
  • Frequent walking, standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, and other limited physical activities are required.
  • Mental demands can include but are not limited to:  Comparing, copying, computing, compiling, analyzing, coordinating, and synthesizing.
  • Frequent movement of students by wheelchairs and other mechanical devices may be required.
 PRIMARY LOCATION: District  
SALARY RANGE: Based on not more than 50% of the top three years of annual salary for retired staff.
If not retired, salary will be based on 50% of the annual salary schedule using years and experience plus yearly extra duty pay determined by the district. 
SHIFT TYPE: Part-time
