Summary:  Serve as purchasing agent for the Board of Education under the administrative direction of the Director of Purchasing.  Expedite purchasing of approved materials and/or services, with maximum dollar savings, without compromising quality.  Perform all phases of purchasing and bidding in accordance with governmental standards, Board policies and regulations, and the highest professional and ethical standards.
 
Job Responsibilities:
  1. Work under the general administrative direction of the Director of Purchasing in purchasing supplies and equipment for the purpose of ensuring optimal department operation.
  2. Monitor requisitions (deviations of standards, questionable purchases, change orders, etc.) for the purpose of implementing corrective action in processing of purchase orders.
  3. In cooperation with requesting departments, compose and review specifications for competitive bids (Request for Quote/Proposal) for equipment or construction projects, adhering to governmental, state and federal regulations, and District policies.  Issue procurement documents, conduct bid opening processes, compile summaries for action or rejection, and provide necessary documentation for action to the Board of Education.
  4. Research contracts, regulations, suppliers and equipment, including evaluation of new products, for the purpose on ensuring compliance with budgetary guidelines.
  5. Obtain competitive prices and maintain effective documentation of said procurements on a wide variety of supplies and equipment.  Update procurement plans relating to major procurements.
  6. Respond to inquiries from a variety of internal and external sources for the purpose of ensuring proper implementation of procurement agreements.
  7. Coordinates cooperative purchases (district/county/state and various co-op purchasing organizations) for the purpose of implementing optimal purchase processes.
  8. Provide detailed technical assistance in the total procurement cycle of bidding, award, delivery, installation and payment.
  9. Participate in unit meetings, in-service training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions.
  10. Recommend processes for procurement agreements, purchases for the District, assistance with procurement bidding cycle, etc.
  11. Oversee data processes (spreadsheets, graphs, flowcharts, and continuous improvement data) for department documentation.
  12. Maintain file purchasing information, files and records (RFQ, RFP, purchase orders, vendor files, etc.) to ensure the availability of documentation and compliance with established polices and regulatory guidelines.
  13. Provide staffing back-up (secretary, expeditor, Director) to ensure efficient staff operations.
  14. Perform other duties and responsibilities as assigned to ensure efficient and effective functions of the department.
Qualifications:
Education and/or Experience:
Bachelor’s degree in business administration, accounting or management science preferred.  Three (3) years’ experience in a responsible capacity in purchasing for a large organization, preferably a school district.  Should possess competence in the use of computers and have an understanding of data processing as it relates to purchasing and accounting.  Should have knowledge of principles and practices of governmental, state and federal requirements (Circular A-102) and purchasing procedures.
