Job Description:
Summary:  Under the direction and advice of the superintendent of schools, develops and manages those procedures necessary to implement board of education policies in the area of human resources, employment services, and labor/employee relations.
Job Responsibilities:
  1. Interprets and develops procedures to implement board of education policies in the area of human resources.
  2. Interprets federal and state laws to ensure district compliance with same in the area of human resource services.
  3. Acts as District representative in communication, meet/confer process, and negotiations with employee groups.
  4. Provides leadership, supervises, and directs staff to ensure quality services within human resources.
  5. Evaluates work performance of the administrators, personnel specialists and staff reporting directly to this position.
  6. Establishes and ensures implementation of performance standards and performance evaluations for the human resources department.
  7. Develops or directs the development and implementation of management systems necessary to collect information on all employees to complete required federal, state and local reports.
  8. Develops, implements, and coordinates negotiations, benefits studies and compensation studies related to labor and employee relations.
  9. Acts as the official district custodian of all employee records.
  10. Develops budget and monitors expenses in the areas of supervision.
  11. Prepares and submits required reports and provides such other documentation as required.
  12. Develops short- and long- term improvement plans for human resources and ensures their implementation and monitoring.
  13. Recommends to the superintendent of schools the employment and termination of personnel.
  14. Acts as the district’s non-discrimination laws compliance coordinator.
  15. Implements continuous improvement practices within assigned area of supervision to improve performance results.
  16. Establishes and ensures implementation of performance based evaluation systems for District personnel.
  17. Participates in developing, implementing, and measuring implementation of the District’s Comprehensive School Improvement Plan
  18. Prepares and presents reports and other projects for the Board of Education as requested.
  19. Performs other duties and responsibilities as assigned.
Education and/or Experience:
Master’s degree in personnel administration or educational law, school administration, collective bargaining, school finance; Ph.D. or Ed.D. preferred.  Minimum of five years experience in personnel or educational administration.  Special education experience preferred.
