JOB SUMMARY/PURPOSE:  Handles day-to-day operation of payroll functions for both semi-monthly and bi-weekly payroll departments.
ESSENTIAL FUNCTIONS:
  1. Knowledge of payroll computer systems, accounting procedures, state retirement, state and federal withholding requirements, W-2 reporting procedures.
  2. Ability to review work of payroll staff and handle all inquiries involving interpretation of policies and procedures.  Not responsible for final decisions, but serves as a resource to talk through payroll-related issues and to offer educated opinions and potential solutions.
  3. Ability to interact with building and departmental personnel in a timely and efficient manner.
MINIMUM QUALIFICATIONS:
  1. Degree from a four-year accredited college or university with a major in Business Administration, Accounting, or a comparable discipline or commensurate experience in the discipline.  (Preferred but not required)
  2. Three to five years payroll experience with a large employer or school district and automated systems.
  3. Computer competency including experience with mid-size, microcomputers and various payroll and accounting software packages.
  4. Skill in handling a high volume of diverse calls in a professional and courteous manner.
  5. Knowledge of State and Federal laws governing fringe benefits, retirement, unemployment, tax deferred annuities, deferred compensation and workers compensation.
  6. Ability to plan and execute yearlong calendar items related to compensation and benefits.
  7. Ability to maintain productive working relationships with fellow employees and the public.
DUTIES/RESPONSIBILITES:
  1. Assist in the reconciliation and review of the bi-weekly and semi-monthly payroll.
  2. Implement and/or streamline procedures to facilitate processing of payroll issues.
  3. Maintain records and administrative notes on interpretation of district policies and procedures related to compensation, contracts and W-2 files.
  4. Prepare the District’s external payroll reports (i.e. payroll tax returns, withholdings, retirement and W-2s).
  5. Produce timely internal payroll reports.
  6. Prepare detailed account analysis as requested.
  7. Oversee the processing of all tax and 403b, OASIS payable remittances.
  8. Direct Deposit – Reconcile payroll before submitting file to Bank.
  9. Ensure timely reporting to all federal, state, and local authorities.
  10. Work with auditors during internal and external annual audits of the District’s financial records and activities.
  11. Serve as the Liaison on Human Resources/Payroll Brainstorming Committee.
  12. Be familiar with all District/Employer agreements and ensure compliance with the provisions of each.
  13. Manage payroll-related inquiries from school administrators, teachers, and support staff.
  14. Meet the needs of Cabinet members, Executive Directors, Directors, Coordinators, and department heads in the matters of payroll.
  15. Perform other duties as directed by the Assistant Superintendent of Business Services or Director of Finance.

While performing the duties of this position, the employee is regularly required to stand, walk, sit, talk, and hear.  The employee is occasionally required to reach with hands and arms, stoop, kneel, crouch and to lift up to 35 pounds.  Specific auditory abilities required include normal conversation, phone conversation and ability to isolate voices in multiple conversations.
