PURPOSE

The purpose of the Special Education Improvement Consultant position is to provide training to Local Education
Agencies (LEA) staff and assist LEAs in the implementation of effective research-based activities in order to
improve the academic performance and post-secondary outcomes to ensure all students, but especially students
with disabilities, graduate college and career ready.
EXPECTED OUTCOMES
The expected outcomes for this effort are to assist Missouri LEAs in improving academic achievement of
elementary students with disabilities as measured by increased performance in English Language Arts (ELA) and/or
Math by all students, and to assist Missouri LEAs with improvement of postsecondary outcomes for students with
disabilities.
SPECIALIZED SKILLS
Special Education Improvement Consultants will have the following skills:

o Coaching, presenting, consulting, and facilitating
o Conflict resolution and problem-solving processes

o Use of technology to enhance professional development
o Development of high quality professional development
o Meeting deadlines accurately and timely preparation of reports and progress logs

SPECIALIZED KNOWLEDGE/EXPERIENCE
Special Education Improvement Consultants will have the following knowledge and/or
experience:
o Effective teaching and learning practices, especially related to students with disabilities
o Standards-based Individual Educational Plan (IEPs)
o Missouri Assessment Program / Missouri Assessment Program-Alternate (MAP/MAP-A)
o Specially Designed Instruction including (co-teaching format; accommodations and modifications to
curriculum, instruction and assessments)
o Cognitive science behind how children learn to read
o National Reading Panel Report findings
o State Performance Plan (SPP), Annual Performance Report (APR), and State Systemic Improvement Plan (SSIP)
o Data-based decision making (DBDM)
o Early Warning Systems
o District Continuous Improvement (DCI)
o High Quality Professional Development (HQPD) for adult learners
o Collective teacher efficacy
o School-Wide Positive Behavior Supports (SW-PBS)
o Multi-Tiered Systems of Support (MTSS)
o Missouri Learning Standards/Dynamic Learning Maps (DLM) Essential Elements
o Missouri Model Curriculum
o Missouri Educator Standards and Quality Indicators
o Missouri School Improvement Plan (MSIP)
o Social-Emotional Learning for All (SEL-A)
