PURPOSE
The purpose of the Compliance Consultant position is to provide training to Local Education Agency (LEA) staff and assist LEAs in the implementation of state and federal regulations for Part B of the Individuals with Disabilities Education Act (IDEA) and assist LEAs in correcting any identified non-compliance within twelve months of identification.
EXPECTED OUTCOMES
The expected outcome of this effort is to provide support to LEAs in meeting IDEA regulations and standards that
promote improved outcomes for students with disabilities as well as consistency in implementation procedures.
SPECIALIZED SKILLS
Special Education Compliance Consultant will demonstrate skills in the following areas:
o Systems change.
o Adult learning concepts/strategies.
o Data analysis.
o Effective meeting management and processes/protocols.
o Coaching, presentation, consultation, and facilitation.
o Conflict resolution and problem-solving processes.
o Leadership.
o Use of technology to enhance professional development.
o Designing high-quality professional development (HQPD).
SPECIALIZED KNOWLEDGE/EXPERIENCE
Special Education Compliance Consultant will possess knowledge and/or experience of the following:
o State and federal regulations implementing Part B of IDEA.
o Missouri Special Education Compliance Standards and Indicators.
o The special education process and effective systems for implementation of special education procedures.
o Evaluation/eligibility determination (including Response to Intervention (RTI) as it relates to identification of students with learning disabilities).
o IDEA discipline procedures.
o IDEA transfer procedures.
o Compliance requirements for postsecondary transition planning/ documentation and Indicator 13 checklist implementation.
o Corrective Action Plan (CAP) development/implementation.
o HQPD.
o State Performance Plan (SPP) and Annual Performance Report (APR).
o Co-Teaching. o District Continuous Improvement (DCI).
o School-Wide Positive Behavior Support (SW-PBS).
o Missouri Assessment Program and Missouri Alternative Assessment Program (MAP/MAP-A).
o Implementation and scaling up theory/practice.
o Missouri Learning Standards (MLS) o Missouri Model Curriculum.
o Missouri Educator Standards and Quality Indicators. o Missouri School Improvement Program (MSIP).
o Data team training.
OVERALL PROGRAM ACTIVITIES
Special Education Compliance Consultants will:
o Collaborate with DESE to assist all assigned LEAs with demonstrating effective implementation of state and federal regulations regarding the implementation of Part B of the IDEA.
o Collaborate with DESE to provide support to all assigned LEAs in the effective implementation of the compliance requirements for development and implementation of postsecondary transition plans for students with disabilities.
o Provide statewide, regional, or targeted training for compliance with state and federal regulations implementing IDEA to LEA staff (general and special education teachers and administrators) in order to:
• Reduce compliance issues identified in special education monitoring; and,
• Improve compliance within twelve (12) months of written notification of any identified noncompliance.
