Job Description:
The Superintendent of Schools is the Chief Executive Officer of the School District. As an administrative school official, a major portion of his or her time should be devoted to the administration and supervision of the entire school district. Competent educational leadership is expected by the Board, as is the maintenance of a relationship of mutual respect and confidence. The Superintendent should direct and coordinate the broad aspects of personnel, finance, school facilities, curriculum, and public relations.
Qualifications:
1. Missouri Superintendent's Certification from the Missouri Department of Elementary and Secondary Education.
2. A Specialist Degree or higher from an accredited college or university, with a strong major in educational administration and supervision.
3. At least three (3) years' successful administrative or supervisory experience in an MSIP accredited school.
4. Such alternatives to the above qualifications as the Board may and appropriate and acceptable.

Responsibilities:
- Serve as the Chief Executive Officer of the District except as otherwise provided by law. Serve as the official representative of the Board of Education with the Missouri State Board of Education and other agencies.
- Establish and prepare meeting agendas, present items for consideration to the Board, respond to inquiry from the Board.
- Attend all meetings of the Board, except those concerned with the contract status of the Superintendent; take part in the deliberations but maintain a nonvoting status at Board meetings.
- Prepare and submit the annual budget to the Board of Education.
- Within all limits as approved by the Board of Education, approve and direct all purchases and expenditures for the District.
- Prepare monthly financial reports and report on the operation of the school system in general.
- Carry out all policies, rules and regulations adopted by the Board.
- Ensure compliance with appropriate state and federal constitutional and statutory rules and regulations.
- Recommend policy revisions to the Board as are necessary for the legal and efficient operation of the District and develop administrative rules and procedures to implement Board policy.
- Make decisions in line with Board policies; appeals from such decisions may be heard and decided by the Board.
- Ensure that constitutional and statutory laws and State Board ofEducation/Missouri Department of Elementary and Secondary Education regulations governing the schools are effectively carried out; that reports to agencies designated by law or by the Department of Elementary and Secondary Education are made completely and with punctuality; and that the
- policies, rules, and regulations of the Board of Education are enforced.
- Administer the District’s Buildings, Grounds, and Maintenance Programs. Develop plans for maintenance, improvement or expansion of building and site facilities needed to provide an adequate educational program.
- Serve as the asbestos plan manager for the district and conduct necessary training for staff.
- Administer the school system’s Transportation Program.
- Close schools when the welfare of the school district requires closing.
- Make periodic building visits and inspections.
- Develop and direct the accomplishment of the District’s Strategic Plan.
- Administer the District’s Food Service Program.
- Administer the District’s Volunteer and Community Relations Program.
- Administer the District’s Educator of the Year Program.
- Recommend for Board approval all candidates for employment.
- Formulate and recommend personnel policies, and be responsible for the alternate assignments of all personnel.
- Formulate and administer a program of supervision for the schools, with the duties and responsibilities delegated to the respective building principals.
- Formulate and administer means of evaluating staff members, and report findings to the Board.
- Exercise sound educational judgment in the suspension from school or any students guilty of gross misconduct or continual insubordination under conditions stated in Sections 167.161.171, RSMo. 1978.
- Exercise leadership and coordinate through the Assistant Superintendents, the evaluation of curriculum, textbooks, and other instructional materials and programs used in the district to provide articulation among grade levels, subject to Board approval.
